Public
relations is an integral part of the activities of the National Audit
Office of Lithuania (NAOL) facilitating provision of information to the
public about the quality of the management of public finances and other
State-owned property as well as efficiency of the activities of public
institutions, which enables spreading good practice in property
management.
Interest of citizens in public audit finding motivates
institutions to take account of audit recommendations and speed up their
implementation. Accordingly, the NAOL is interested in widest possible
dissemination of public audit results because this encourages audited
entities to implement audit recommendations and enhances efficiency and
effectiveness of public audit.
In its activities, the National Audit Office follows the principles of
transparency and openness. The Annual Programme of Public Audit, all
public audit reports, decisions on material violations of legislation
taken by the Auditor General and her deputies, public speeches of
representatives of the institution, weekly management agenda as well as
other important information is available to the general public on the
NAOL website. We believe that these and other public relations measures
contribute to more efficient use of State funds and faster
implementation of audit recommendations and increase value added of
audit work.
With a view to encourage continuous interest of the public in the
management of public finances and in the activities of the institution,
the National Audit Office directly communicates with its audiences using
various information technologies.
Public relations activities of the NAOL focus on three target audiences:
media, NGOs and academic society, which serve as a bridge for provision
of information to the general public, such as findings of the most
important public audits and progress in the implementation of
recommendations. The National Audit Office holds meetings with students,
organises various discussions on issues of its concern meanwhile the
public is encouraged to provide recommendations on the public audit
programme as well as comments on public audit results.
An important point of focus in the activities of the NAOL is work with
the Seimas (Parliament) of Lithuania whereby the NAOL assists the Seimas
in carrying out parliamentary control. A very constructive dialogue is
held with the Seimas Committee on Audit, which regularly considers
public audit reports and significantly contributes to the implementation
of recommendations provided thereby. Consideration of audit reports at
the Seimas and decisions taken by the Committee on Audit both urge
audited entities to promptly implement auditors’ proposals and get much
attention from the media, which enhances public awareness of public
audit findings.
