“There is not enough coordination
of training of civil servants, therefore funds allocated to that end are not
always used in an economic and efficient way,“ says Auditor General Rasa
Budbergytë summing up conclusions presented in public audit report Training of
Civil Servants.
The NAOL detected that the Ministry of the Interior and Civil Service Department
responsible for the training of civil servants do not have full and accurate
information about organization of the training and funds used to that end. Most
of the trainings are conducted under programmes, which
are not assessed neither |
approved. Training needs of civil servants are formed without having assessed
the benefits of previous trainings in majority of institutions.
In 2008 training for civil servants was organized by less than half of 176
qualification development bodies approved by the Ministry of the Interior.
NAOL’s analysis of activities of departmental training bodies revealed several
common shortcomings. As a rule they procure training services under author’s
contracts, although under the law these services should be attributed to service
rendering contracts.
The NAOL pointed out that under the valid legislation only legal persons are
entitled to train civil servants. However, a qualification development body is
only a mediator between a lecturer and an institution, which aims to train its
staff, therefore a possibility to directly procure training services from a
natural person would allow to save the share of the State Budget funds, which
now go to a mediator. Solution to this issue was already started to be form
during the audit: a draft law amendment was registered in the Seimas, which
would allow natural persons to train civil servants.
The NAOL is of the opinion that the Ministry of the Interior should reorganize
training system for civil servants, clearly define requirements raised to
qualification development bodies, as well as better use facilities of
departmental training bodies.
The NAOL stressed the necessity to develop quality and efficiency assessment of
civil servants‘ training. It was recommended to the Civil Service Department to
establish control measures for activities and training process of qualification
development bodies, which would ensure the proper supervision of training
institutions.
