Public Audit Programme: focus on promoting competitiveness

The Auditor General Ms Rasa Budbergytė approved the Public Audit Programme 2010 which is mostly focussed on evaluation of developing a competitive economy. According to Ms Budbergytė in the context of economic crisis it is necessary not only to look for new possibilities to more effectively use public finance and other assets but also relying on existing means to promote business development and increase its competitiveness.

When developing the Public Audit Programme the National Audit Office  organised a  discussion  cycle “Competitive Economy: are

we on the Right Way?” State officials, scientists, representatives of business and non-governmental organisations, experts from different sectors were invited to take part in the discussions sharing their views on effective use of energy, creation of science and technology valleys, development of regional policy and ensuring competitive business environment.

As every year the National Audit Office will submit to the Seimas (Parliament) opinions on the accounts of state budget execution, state property, state debt and conclusion on draft state budget for the next year.

This year auditors will finish 14 performance audits and provide conclusions and recommendations concerning protection of freedom of fair competition, development of small and medium businesses, territorial planning, organisation of territorial management and other issues relating to promotion of competitiveness.

Besides, 33 new performance audits will be started. Auditors will analyse situation in the systems of social care, obligatory health insurance, pharmaceutical provision, will evaluate how renovation of apartment buildings, water supply are organised, how National Programme for Promotion of Energy Efficiency is implemented, how scientific research and experimental activity is funded.

The National Audit Office will examine the reconstruction process of the Palace of the Rulers of Grand Duchy of Lithuania, readiness of municipalities to take over responsibilities of the County Governors Administrations that are currently being abolished.

Recently adopted Amendment to the Law on State Control provides possibility to include audit on drafting and execution of the budget of the Bank of Lithuania (central bank of the Republic of Lithuania) into the audit programme.

In June the National Audit Office will provide opinions on fairness of financial accounts and lawfulness of management of financial and economic operations and property in 79 state institutions and municipalities.

Those audits will demonstrate how 86 per cent of budget appropriations were used. Besides, this year 94 financial audits will be started in state institutions and municipalities which are allocated more than 50 million Litas special targeted subsidies a year.

Other state institutions and municipalities are audited at least once in five years.

The National Audit Office will also conduct eight obligatory audits of the European Union assistance following Council and Commission regulations – main attention will be devoted to the implementation of projects in the area of environment protection and transport. Those audits reports will be submitted to the European Commission. Besides, when conducting performance audits auditors will evaluate effectiveness of use of European funds as well.

Development of information technologies and problems related to their introduction require ongoing attention from the National Audit Office to this area. Three information systems audits are included into the Public Audit Programme 2010. Those audits will evaluate the use of personal identity documents, introduction of electronic transport tickets and passenger information system in Vilnius, Klaipėda and Lithuanian railway system as well as development of health electronic information system.
