We do believe that cooperation with the Supreme Audit Institutions
of other countries is a way to enrich our experiences and, therefore,
aim to take an active position in this area. We exchange formal and
working visits, participate in joint events, conferences, trainings, and
seminars, as well as perform parallel audits and share professional
information.
The National Audit Office closely cooperates with the neighbouring
SAIs of the Baltic and Nordic countries. Meetings of the heads and
representatives of SAIs of the Baltic (Lithuania, Latvia, Estonia),
Nordic (Denmark, Sweden, Norway, and Finland) countries and Poland are
organized once a year in rotation in one of those states. In Lithuania
such annual meetings were held in 2001, 2004 and 2008. During the
meetings representatives of participating SAIs exchange experiences,
discuss urgent audit related issues, outcomes of parallel audits,
initiate joint activities as well as mark directions for further
co-operation.
We also co-operate with the Baltic and Nordic SAIs in the framework of
Nordic Baltic Mobility Programme for Public Administration that provides
our auditors with a possibility to exchange knowledge, experiences and
best practices in the area of public audit.
Good neighbourly relations are kept with the Supreme Audit Office of
the Republic of Poland. Following bilateral co-operation protocols
the two institutions exchange experiences in the context of activities
of the EUROSAI and INTOSAI Committees and Working Groups. In 2010 the
National Audit Office of Lithuania alongside with the SAIs of Poland and
Slovakia conducted a parallel Audit of Assurance of Epizootic Safety in
the Republic of Lithuania, the Republic of Poland and the Slovak
Republic after Accession to the Schengen Area. At the same time the
Auditor General of Lithuania paid an official visit to the SAI of Poland.
Bilateral association with the Supreme Audit Office of Slovak
Republic established during the parallel audit of Assurance of
Epizootic Safety is further developed: President of the Slovak SAO
visited the National Audit Office of Lithuania in 2011.
Close bilateral links are maintained with the Supreme Audit Office of
the Check Republic. In 2011 the Auditor General of Lithuania
conducted an official visit to Prague to Exchange experienced in the
area of public audit methodology.
Especially close and long-term relations connect the NAOL and the NAO
of the United Kingdom. 2002-2005 this institution was the senior
partner of the NAOL in performing two long-term PHARE Twinning projects
supported by the EU. Other partners of the projects were the following:
National Audit Offices of Denmark and Sweden, and the Court of Auditors
of Portugal. During the projects staff of the NAOL had the opportunity
to make themselves familiar with working methods and activities of audit
institutions of those countries.
Business relations are kept with the SAI of Macedonia a country
aspiring to the EU membership.
Professional relations are kept between the NAOL and the SAIs of the
Commonwealth of Independent States.
The National Audit Office of Lithuania has signed Cooperation Agreements
with the Accounts Chamber of the Russian Federation, Accounting
Chamber of Ukraine and the Chamber of Accounts of the Republic of
Moldova. In 2010 NAOL delegation participated in the X session of
the Council of Supreme Audit Institutions Heads in CIS countries in
Yerevan (Armenia), moderated IT self-assessment activity in the Accounts
Chamber of the Russian Federation. In 2011 we shared experiences with
colleagues in Moldova in the area of SAI relations with Parliament.
In 2010 the NAOL established working Relations with the Control
Chamber of Georgia. In 2011 the heads of the two institutions
exchanged official visits and a Memorandum of Understanding including
Co-operation Plan for 2011-2012 was signed concerning exchange of
experiences in the areas of audit methodology, pilot and parallel audits,
sharing of professional information.
