We do believe that cooperation with the Supreme Audit Institutions of other
countries is a way to enrich our experiences and, therefore, aim to take an
active position in this area. We exchange formal and working visits, participate
in joint events, conferences, trainings, and seminars, as well as perform
parallel audits and share professional information.
The National Audit Office closely cooperates with the neighbouring SAIs of
the Baltic and Nordic countries. Meetings of the heads and representatives
of SAIs of the Baltic (Lithuania, Latvia, Estonia) and Nordic (Denmark, Sweden,
Norway, and Finland) countries are organized once a year in rotation in one of
those states. In 2004 such annual meeting was held in Vilnius.
Good neighbourly relations are kept with the Supreme Chamber of Control of
the Republic of Poland. In 2006 during a formal visit of the Auditor General
of the NAOL to Poland a Protocol of Cooperation between the Supreme Audit
Institutions of Lithuania and Poland was signed.
Especially close and long-term relations connect the NAOL and the NAO of the
United Kingdom. 2002-2005 this institution was the senior partner of the
NAOL in performing two long-term PHARE Twinning projects supported by the EU.
Other partners of the projects were the following: National Audit Offices of
Denmark and Sweden, and the Court of Auditors of Portugal. During the projects
staff of the NAOL had the opportunity to make themselves familiar with working
methods and activities of audit institutions of those countries.
The NAOL exchange audit experience with the State Audit Office of Hungary
in the area of various issues of audit methodology.
Business relations are kept with the SAIs of the new countries aspiring to
the EU membership - Bulgaria and Macedonia. Protocol of Cooperation was
signed between the NAOL and the Bulgarian NAO.
Professional relations are kept between the NAOL and the SAIs of the
Commonwealth of Independent States.
Relations are kept with the Accounts Chamber of the Russian Federation
and with the Accounts Chamber of Leningrad region, Russian Federation.
The latter was provided with support in introducing performance audit.
Cooperation between the NAOL and the Accounting Chamber of Ukraine takes
place in the framework of European Union TACIS project, during which the
Ukrainian partners are provided with consultations in various audit issues,
seminars in which public auditors of Lithuania share their experience are
organized. The NAOL and the Accounting Chamber of Ukraine have also signed a
Protocol of Cooperation and Joint Activities Plan for 2006.
In 2006 Cooperation Agreement with the Chamber of Accounts of the Republic of
Moldova was signed; relations with the Chamber of Accounts of the
Kazakhstan Republic were established.
In 2005 co-operation links were established with the National Audit Institution
of the People's Republic of China.
