"We need to find new points of contact among separate links of public finance control system, to enhance forms of parliamentary control, as well as to focus more on foreseeing perspectives and tendencies in our recommendations," told the Auditor General Ms Rasa Budbergytė at the Conference dedicated to commemorate 90th anniversary of the National Audit Office of Lithuania.
Evaluating public audit impact on public management Ms Budbergytė stressed the lack of will and efforts implementing substantial recommendations issued by the NAOL. "Although statistically most of our recommendations are implemented, however, often fundamental recommendations which require the most efforts, and sometimes even political will remain only on paper. Hopefully, the new Seimas and Government will have more resolution for changes," noted the Auditor General. Read more

| 2009-01-20 | Electricity prices lack validity |
The National Audit Office of Lithuania analysed the reasons for increase in electricity prices. In 2004-2007 price of electricity for home users increased around 16 per cent, and for commercial users – around 26 per cent. Prices were mostly influenced by increase in distribution prices.
The Auditor General Ms Rasa Budbergytė pointed out that increase in price caps of electricity transmission and distribution was substantially influenced by the Law on Amendment of the Law on Electricity passed in 2004, wherein profit rate is related to value of property. Distribution network enterprises revalued their property twice in the latter four years, therefore its value increased about four times. It allowed to enlarge the value of normative profit about five times. Read more

| 2009-01-16 | International conference to commemorate 90th anniversary of the National Audit Office of Lithuania |
The National Audit Office of Lithuania established on 16 January 1919 commemorates its 90th anniversary. To mark this occasion an international conference Public Audit: Helping to Manage State Property Wisely will be organized in the Seimas of the Republic of Lithuania on 29 January. The event will present officers from Lithuanian and European Union institutions and states sharing their experiences and insights on public audit, parliamentary control, as well as perspectives of the European Union Budget and accountability. | 2009-01-14 | Report on the State-owned property still does not show the real value of the State property |
The National Audit Office of Lithuania prepared the Opinion on the Report on the State-owned property 2007. Auditors evaluated if the Report shows a true and fair financial state of the State property, as well as if the State property is accounted for, managed, used, and disposed of following the requirements of legislation.
The State-owned property indicated in the Report exceeds LTL 200 billion. Half of this amount consists of the State Land Fund, LTL 58 billion - subsoil assets reconnoitred in detail, LTL 22 billion - other non-financial assets, LTL 20 billion - financial assets. Read more

| 2009-01-13 | Reform of the emergency medical care does not go smoothly |
The National Audit Office of Lithuania evaluated the provision of emergency medical care in Lithuania. Summarizing audit results the Auditor General Ms Rasa Budbergytė pointed out that organization of emergency medical care in Lithuania is not enough efficient; most of the planned reform works are constantly delayed; some funds allocated to updating of a car park were not used reasonably. According to Ms Budbergytė, it is very relevant to faster develop emergency medical care system, since these services are vital, and a lot of funds are spent to pay for them. Annually almost every fourth citizen of Lithuania calls ambulance. In 2007 a little over LTL 115 million were allocated to payment for these services from the Mandatory Health Insurance Fund. | 2009-01-12 | Management of budgetary institutions lacks the touch of ownership |

The National Audit Office of Lithuania evaluated the management of buildings and premises by budgetary institutions. At the end of 2007 their residual value amounted to LTL 4.9 billion. It was detected during the audit that a fair number of budgetary institutions use premises assigned to them not for their own purposes; instead, they lease them. In recent years, income from the lease amounted to over LTL 20 million; this money they could use for their own needs. It was identified that lease agreements often include terms disadvantageous to the State. Read more
