Human plasma processing system lacks transparency, such a conclusions was drawn by public auditors who had performed performance audit of National Blood Provision System. “Blood of donors is a national treasure, therefore it is not tolerable that its use is not properly regulated and supervised. It creates conditions for not transparent and ineffective use of available resources and public funds,“ said the Auditor General Rasa Budbergytė. On 7-8 of September he Auditor General Ms Rasa Budbergytė will pay an official visit to the Supreme Chamber of Control of Poland. During the visit the Auditor General will be accompanied by Ms Dainora Venckevičienė, Director, International Relations Department. The meeting will focus on co-operation between the SAI and internal audit of audited entities; external audit of private sector; dissemination among all the audited entities of the best practice and the information regarding regular and systematic weaknesses and violations. The heads of the two institutions will also discuss the prospects of future bilateral co-operation.

The State allocates increasing amounts of funds every year to enable the needy persons to defend their interests in Courts for free with the help of lawyers. Last year LTL 15.6 million were allocated from the State Budget to provision of secondary legal assistance. The audit of provision of secondary legal assistance conducted by the National Audit Office revealed that State funds allocated to the assistance are not always used economically, while the quality of legal services purchased from lawyers by the State is not sufficient, therefore it is necessary to improve organization of secondary legal assistance. According to the Auditor General Rasa Budbergytė, the State should not remunerate for lawyers‘ services to persons, who are able to pay for them themselves; remuneration procedure for lawyers‘ services should be changed, and the quality of the purchased services ensured. On 3-4 of September The Auditor General Ms Rasa Budbergytė will participate in the Annual Meeting of the Heads of Nordic, Baltic and Polish SAIs in Sopot, Poland. The meeting agenda will cover the following topics: Annual national statement on the audit of the structural funds; Role of SAIs in view of the current financial and economic crisis; EUROSAI Strategic Plan; Increasing the impact of environmental audits on international level.
