08/07/2015   Results of international IT audits discussed in Warsaw

Representatives of INTOSAI and EUROSAI IT working groups met in Warsaw to share new developments in public audit methodology and practical audit experience.

Director of Information Systems and Infrastructure Audit Department Dainius Jakimavičius delivered presentations on methods of compiling IT strategic plans, which are based on hierarchical relationship between business goals and IT goals in COBIT methodology, and allow to link key institutional activities with IT activities. It is a new practice enabling organizations to plan, monitor and improve the management of these technologies without major methodological preparation, assistance of external auditors or consultants.

Representatives of Supreme Audit Institutions were introduced to the state and development of IT audit in the NAOL. Issues of development and management of stable and efficient IT audit function were relevant to EUROSAI members.

EUROSAI IT working group not only facilitates exchange of experience, but also makes it possible for the SAIs to take part in parallel audits. In 2014, the NAOL along with the Swiss Federal Audit Office (institution leading the parallel audit), Belgian, Latvian, Norvegian and Portuguese SAIs conducted coordinated parallel audit on biometric passports. During the audit, all production processes of biometric passports were assessed, starting with ordering of documents and finishing with their destruction. Audit results were officially presented to the meeting participants. It should be noted that in Lithuania process of issuing identity documents is one of the best functioning as compared to the audited institutions in other countries, which coordinate and manage production processes of identity documents.

In September this year, international data security audit is planned to be started. The audit will allow the NAOL to once more share best methodological and practical audit experience, as well as to propose the ways of application of advanced IT governance practice of other countries to public sector institutions.
