15/05/2019   Management award to the Supreme Audit Institution

During the Professionalism event held on the occasion of the Auditor‘s Day, the President of the Lithuanian Confederation of Industrialists Robertas Dargis, handed over a Vytautas Andrius Graičiūnas Gold Medal and sculptural portrait to the Auditor General Arūnas Dulkys for his efforts to implement the highest management standards in public administration and increase the efficiency of the public sector.

This nomination was established to honour and commemorate the personality of Vytautas Andrius Graičiūnas and his merits to the management science. It is granted for the significant contribution to management science, the introduction of high standards of management practices, the availability of up-to-date and efficient management technology in the organisation’s activities, the significant contribution to the development of a management culture, knowledge development, specialist training and personnel development, and active participation in public life.

According to the President of the Lithuanian Confederation of Industrialists Robertas Dargis, the National Audit Office plays a key role in promotion of professionalisation in the public sector.

“Are currently cheap public services in line with the pace of the state’s development? Can we afford low-paid staff and expect their responsibility in return? No. We need to ensure competitive wages, as the State cannot grow and move forward, relying solely on the progress of the private sector. Only by investing in a compact public sector with a strong audit, which can indicate challenges and propose solutions, the State will move forward,” said the President of the Lithuanian Confederation of Industrialists.

“The public sector is often criticised by the business because of poor management and, therefore, the prize is a signal that our management steps are correct. Over the last four years we have focused on staff: for their convenience, we have introduced remote working, a flexible working time schedule, a reputation management process, and the possibility to monitor the live broadcasts of the management meetings. There has been a 20 % reduction in the number of staff, however we have given more attention and funding to their professional qualifications and organisational culture”, said the Auditor General Arūnas Dulkys.

In 2017, the supreme audit institution was also awarded the Partnership Leader Prize established by the Lithuanian Business Confederation, which is given out for exceptional achievements in strengthening the economic and political powers of Lithuania.

In the same year, during the “Investors’ Forum” annual award ceremony the Auditor General Arūnas Dulkys was recognised public servant of the year for his targeted activities in improving the efficiency of the State‘s budget governance and making supreme audit institution an open, responsible and professional partner in improving public sector efficiency.

At the annual awards of the Best Public Servant and the Best Public Establishment of Lithuania organized by a weekly Veidas, the National Audit Office was recognised the most advanced and professional state institution in 2009.

Independent auditors confirmed that the quality management system of the supreme audit institution is in line with the ISO 9001: 2015 standard. A first certificate attesting to the quality management system was received in 2015.

The draft Law on National Audit Office is currently under consideration by the Seimas, the amendment of which is expected to enable the institution to become a centre of excellence in the future.
