28/11/2019   Seminar in Helsinki to discuss the importance of fiscal data reliability

Today, the Auditor General Arūnas Dulkys participates in the international seminar “Building Trust – the Role of Supreme audit Institutions in Ensuring the Reliability of Fiscal Data” in Helsinki, Finland, organised in the framework of Finland‘s Presidency of the Council of the European Union.

Seminar organisers – the National Audit Office of Finland and Statistics Finland. The event is attended by the Heads of Supreme Audit Institutions (SAIs) of the European Union and the European Court of Auditors as well as other invited guests.

The seminar will focus on the knowledge base of fiscal policy and will address the topics of public sector accounting, accountability, fiscal statistics and projections. Among other things, the seminar will examine ways to ensure the reliability of fiscal data and the use of fiscal statistics and projections in the planning of fiscal policies and adoption of decisions, when considering the development of public sector accounting standards and reporting practices.

There are only few supreme audit institutions in the EU that implement the function of independent fiscal institution, namely SAIs of Finland and Lithuania. These institutions should adhere to the principles of the Organisation for Economic Cooperation and Development: be independent and impartial, professional and transparent to ensure reliability of fiscal data.

“It is very important that data are made public in a timely manner and in line with a regulated procedure as we continue to face the problem of convenient accessibility of open data. In the meantime, reliable data sources are needed for fiscal policy planning and adoption of decisions important at the state level”, - says the Auditor General Arūnas Dulkys.

The National Audit Office of Lithuania has been mandated to implement the function of budget policy control – independent fiscal institution – since 1 January 2015. Lithuania‘s independent fiscal institution is obliged to prepare, submit to the Seimas (Lithuanian Parliament) and publicise opinions and reports provided for in the Law on National Audit Office and the annual activity plan of the institution.
