National Audit Office of Lithuania commemorates the 30th anniversary of the re-establishment. Following the liberation of Lithuania from the Soviet oppression, on 5 April 1990, the National Audit Office of Lithuania was re-established.

On that day a law “On the Establishment of State Bodies Accountable to the Supreme Council of the Republic of Lithuania” was adopted at the sitting of the Supreme Council. This law established the State Control Department.

“We mark the 30th anniversary of our institution’s rebirth in unusual circumstances – in the face of the global fight against the coronavirus pandemic. This situation obliges us to work from home, therefore, we commemorate the institution’s re-establishment celebration both together, greeting each other from our computer screens, and individually by remembering who we are and what we work for, how important and alive today our values of cooperation, professionalism, responsibility and innovation are,” says the Auditor General Arūnas Dulkys.

On 11 March 1990, after five decades of Soviet occupation, with the restoration of Lithuania’s Independence, a new development stage of the entire State, including the National Audit Office of Lithuania (NAOL), began.

Over the last thirty years, the NAOL became a member of international audit communities – EUROSAI and INTOSAI; its staff made every effort to ensure that the NAOL becomes a truly independent, professional and innovative institution with the results of public audits and assessments that are open to every citizen and make a positive impact on the State governance.

In 2002, a new legal status of the NAOL was set out - a supreme public audit institution. Then the control function was replaced by audit. Currently, the NAOL is the only institution in the European Union that implements functions of three autonomous institutions: Supreme Audit Institution, EU Investment Audit Institution and Fiscal Institution. Since 2016, alongside the historical and constitutional name of the NAOL, the name that reflects the current nature of institution’s activities - Supreme Audit Institution - has been put into use.

Today, on the eve of the new decade, one of the key goals of the institution is the new law on National Audit Office strengthening the institutional independence, performance quality, accountability and powers, which would open one more significant development stage of the institution. Experts of the European Court of Auditors, Organisation for Economic Co-operation and Development as well as the European Commission also invite the amendments of this law.
