15/04/2021   National Audit Office was again elected to the EUROSAI Governing Board after a long break

The National Audit Office of Lithuania, after 16 years break, was elected to the EUROSAI Governing Board at the XI Congress of the European Organisation of Supreme Audit Institutions (EUROSAI), which was organised remotely by the Supreme Audit Institution (SAI) of the Czech Republic. In the period between 2021-2027, the Institution will be responsible for coordinating EUROSAI training and professional development. The National Audit Office was once elected a member of the Governing Board in 2005.

“Knowing that we have been again elected to the Governing Board is particularly pleasing: this is a great recognition and responsibility. Out of the six SAIs submitting applications according to the set criteria – audit results, contribution to the development of public audit, etc. – we were rated with the highest scores," said the Auditor General Mindaugas Macijauskas, — “The area of responsibility that we will coordinate together with SAI of Germany will allow us to promote innovation in public audit, wider use of technologies and digitalisation of audit. These issues are relevant to every European SAI in a pandemic period”.

At the EUROSAI Congress taking place every three years, heads of European SAIs discussed the role of supreme audit institutions in recovering from the COVID-19 pandemic and health, social and economic crisis it has caused. The impact of this situation on all strategic directions of SAIs and EUROSAI was discussed, and the recent activities of the EUROSAI working groups and projects were reported.

The National Audit Office is a member of the EUROSAI Working Groups on Environmental Audit and Information Technology, takes part in the project groups on Auditing the Response to the COVID-19 Pandemic, Preparing for Future Risks and Climate Crisis, and Innovation in EUROSAI.

The Auditor General Mindaugas Macijauskas, at the XI Congress of EUROSAI, reported on the activity of the EUROSAI Task Force on Municipality Audit chaired by the National Audit Office since 2017 and the plans for the next three years. EUROSAI Task Force on Municipality Audit in 2017-2021 focused on the collection and systematisation of municipal data – a municipal database was created and updated annually, and the main municipal funding sources were surveyed.

The member countries of the Task Force have different administrative structures, leading to different external audit systems. Focusing on these differences, a review of the municipal external audit systems operating in the Task Force’s member countries and their comparative analysis and an overview of the municipal audit methodology used was carried out.

The activities of the Task Force on Municipality Audit established at the initiative of the National Audit Office in 2016 are aimed at improving the municipal external audit system and audit process, sharing best practices with other countries’ SAIs. This Tas Force currently includes 27 European countries.

EUROSAI is an external government audit organisation of European countries, which unites 49 SAIs and the European Court of Auditors. Its aim is to strengthen cooperation between European SAIs, to promote the exchange of knowledge, good practice and experience, and to provide methodological support to its members.
