Strong and independent National Audit Office is an essential condition for the welfare state

The President of the Republic of Lithuania Gitanas Nausėda, during his meeting with the Auditor General Arūnas Dulkys stressed the importance of an independent Supreme Audit Institution in creating conditions for qualitative change in the public sector, particularly in the areas of education, budgetary governance and public procurement.

The meeting drew attention to the fact that the audit carried out by the National Audit Office in 2018 showed that the legal framework for the public procurement system and the ability of staff performing procurement did not provide conditions for effective purchasing.

The proposals put forward by the President Gitanas Nausėda for the autumn session of the Seimas include measures increasing procurement efficiency and transparency.

“In the short term, it is necessary to exploit the efficiency resulting from the centralised and aggregated purchases and reduce the number of single supplier purchases, thus reducing opportunities for corruption, increasing transparency and promoting competition in public procurement”, said the Head of State.

The President Nausėda and Arūnas Dulkys agreed on the need to ensure and strengthen the independence and professional conduct of the supreme audit institution, and increase the expertise of professionals. The amendments to the Law on National Audit Office have been identified as one of the measures to be considered.

The Head of State stressed the need to ensure the implementation of the recommendations of the National Audit Office, as quality and objective auditing is a prerequisite for the establishment of the welfare state.
